After serving as Canada’s Minister of Finance, Paul Edgar Philippe Martin Template:Post-nominals (born August 28, 1938) became the country’s 21st Prime Minister and head of the Liberal Party of Canada. Martin took over as leader of the Liberal Party from Jean Chrétien on November 14, 2003, and became Prime Minister on December 12, 2003. His Liberal Party maintained power after the 2004 election, albeit it was reduced to a minority administration. The opposition Conservative Party was forced to form a minority administration after a confidence vote, and Stephen Harper became Prime
Minister. Following the election, Martin stood aside as parliamentary leader, giving the reins to Bill Graham in the meantime. Martin remained as party leader until March 18, when he resigned and was replaced by Stephane Dion. Martin was a member of Parliament for the Montreal riding of LaSalle—Émard from 1988 until his resignation in 2008. From 1993 until 2002, he was the Minister of Finance. He supervised numerous changes in the Canadian government’s financial structure, and his actions directly impacted the country’s chronic budget imbalance by restructuring many programmes, notably social services. Martin, who is now regarded as a global diplomat, continues to have an impact on the world stage via a number of projects, including Incentives for Global Health, the non-profit organisation behind the Health Impact Fund, where he serves on the Advisory Board.
