Al-Kadhimi was born in Baghdad in 1967 to Abd al-Latif al-Ghuraybawi, who was born Al-Shatra, a town in southern Iraq, located northeast of Nasiriyah. As a student, he then moved from Nasiriyah to Baghdad.

During his tenure, he built relationships with a number of countries and bureaus involved in the US-led coalition fighting ISIL.
