Elijah Cummings (Elijah Eugene Cummings) was an American politician and the U.S. Representative for Maryland’s 7th congressional district. Cummings served his 13th term in the House, having served since 1996. The district includes over half of Baltimore City, most of the majority-black precincts of Baltimore County and also most of Howard County. Previously Cummings served in the Maryland House of Delegates. Cummings is a member of the Democratic Party and current chair of the United States House Committee on Oversight and Reform.

Elijah’s office declined to provide further details of the procedure or his condition.

Cummings served on various Maryland boards and commissions including the Board of Visitors to the United States Naval Academy and the Elijah Cummings Youth Program in Israel. Cummings was an honorary member of the Baltimore Zoo Board of Trustees. In addition to his many speaking engagements, Cummings wrote a biweekly column for the Baltimore Afro-American newspaper. Cummings lived in the Madison Park community in Baltimore and was an active member of the New Psalmist Baptist Church.

Cummings graduated from law school at the University of Maryland School of Law and received his J.D. in 1976, and later that year, he was admitted to the Maryland Bar. Cummings practiced law for 19 years before first being elected to the House in the 1996 elections. Cummings has received 12 honorary doctoral degrees from universities across America, most recently in 2017, an honorary doctorate of public service from the University of Maryland, College Park.

Cummings served in the Maryland House of Delegates for 14 years. Lena King Lee, Cummings’ predecessor, raised funds and campaigned for him; years later, Cummings credited her with launching his political career. Cummings served as Chairman of the Legislative Black Caucus of Maryland in the Maryland General Assembly and was the first African American in Maryland history to be named Speaker Pro Tempore, the second-highest position in the House of Delegates.

Edolphus Towns announced in December 2010 that he would not seek the position of Ranking Minority Member of the Oversight Committee in the next Congress, even though his seniority and service as Chair would typically result in him filling this post. It was reported that Towns withdrew because of a lack of support from Nancy Pelosi who feared that he would not be a sufficiently aggressive leader of Democrats in an anticipated struggle with Republican Darrell Issain an incoming committee chair. According top reports the White House also wanted Towns to be replaced. Cummings is a member of the Congressional Progressive Caucus. During the 108th United States Congress, Cummings served as Chairman of the Congressional Black Caucus. He received praise and a boost in notoriety following the Congressional panel hearings on steroids in March 2005. While investigations where still underway on the use of steroids in sports, the panel called numerous baseball players to testify, inclusive of former single season home run record holder Mark McGwire.

Cummings demanded to know if he was “taking the Fifth”, referring to the Fifth Amendment after McGwire answered many questions in a vague fashion. McGwire responded by saying, “I am here to talk about the future, not about the past.” The exchange came to epitomize the entire inquiry.
